Iowa Notary Requirements and Information
Iowa Notary Commission Qualifications
Notary applicants must:
• be at least 18 years old;
• be a citizen or permanent resident of the U.S.
• be able to read and write English;
• be a resident of the state of Iowa or a resident of a bordering state that is employed in Iowa; and
• not be disqualified to receive a commission under section 9B.23.

Notary Education and/or Exam Requirement
Initial training required, traditional Notaries. Additional training (initial and refresher) on performance of remote notarial acts required, Remote Notaries.

Notary Recordbook (Journal) Requirement
• Paper notarial acts - not required.
• Effective 7-1-20, a recording of the audio-video communication session for every remote online notarization performed must be retained. Also effective 7-1-20, the technology chosen by a Remote Online Notary for performance of remote online notarizations must provide an electronic journal that complies with Iowa's administrative rule requirements regarding documenting electronic notarial acts.
Notary Seal Requirement
• “Official stamp” required, paper notarial acts; ink stamp or embossing seal. Must be photographically reproducible.
• Official stamp for electronic notarial acts allowed, not required, but notarial certificate must contain certain specified information. If electronic official stamp used, must be capable of being copied together with the electronic record/document.
Authorized Duties
• Oaths/affirmations;
• verification upon oath/affirmation (jurats);
• acknowledgments and proofs;
• witness or attest signatures;
• certify or attest copies;
• note protests.
• An Iowa Online Notary may notarize for a remotely located individual by means of communication technology, subject to requirements and limitations in statutes and any administrative rules; and may certify that a tangible copy of an electronic record is an accurate copy of the record.
