Illinois Notary Public Commission Requirements and Information

Notary Commission Qualifications
Applicants must:
• be at least 18 years old;
• be a resident of the state of Illinois for at least 30 days or a resident of a bordering state that has been employed in Illinois for at least 30 days;
• be a citizen of the United States or a permanent resident alien;
• be able to read and write the English language; and
• not have had a notary commission suspended or revoked within 10 years from the date applying.

→*Cook County Pilot Program from June 1, 2009 – June 30, 2013: Requires notaries to create a “Notarial Record” including a thumbprint, for all notarial acts performed involving certain conveyances for residential property in Cook County. This is not a traditional recordbook/journal entry; a specific form for this purpose, and instructions, are provided on the web site of the Illinois Secretary of State.
