Notary Commission Qualifications
Applicants must:
• be at least 18 years old;
• be a resident of Pennsylvania or be regularly employed in the Commonwealth (must have a physical work address in Pennsylvania, not a P.O. Box);
• be of good character;
• not have been convicted of or have pled guilty or nolo contendere to a felony within 5 years of the date applying; and
• not have had a notary commission revoked in Pennsylvania or any other state within 5 years of the date applying.

Notary Education and/or Exam Requirement
Education Course Required (New and renewing notaries must take a 3-hour, state-approved course, online or classroom environment, within 6 months prior to commission application.)

Notary Bond Requirement
10,000 Notary Bond Required

Notary Recordbook (Journal) Requirement
Law change effective Oct. 26, 2017. Recordbook (Journal) Required. Paper (“tangible”) or electronic journal. May maintain separate journals for paper and electronic notarizations. Paper journal must be bound with chronologically numbered pages. Electronic journal must be tamper-evident and comply with Department of State regulations. See statute for entry requirements. Additional requirements will be enacted by Department regulations; effective date pending.

Ink Stamp Required
→Embossing seal may ONLY be used in conjunction with the official ink stamp.

Authorized Duties
• take acknowledgments and proofs;
• take affidavits and verifications;
• administer oaths and affirmations;
• take depositions;
• certify copies; and
• execute protests.
