Pennsylvania Notary Public Requirements

Pennsylvania Notary Commission Qualifications
Notary applicants must:
• be at least 18 years of age;
• be a resident of the Commonwealth, or a non-resident with a place of ongoing employment or practice in the Commonwealth.
• be a citizen or permanent legal resident of the United States.
• be able to read and write English.
• have completed at least three hours of approved notary education within the six months immediately preceding application (applicable to ALL Notary Public applicants--those seeking an initial commission, and those seeking reappointment).
• have passed the examination required for applicants seeking an initial commission, or reappointment following lapse of the existing commission [57 PA. C.S. §322(a)].
• not be disqualified to receive a commission due to any act or omission stated in Pennsylvania law [57 PA. C.S. §323].
• comply with other requirements established as necessary by Department regulations.

Education course required; new and renewing notary applicants. Course must be at least 3 hours taken either online or classroom environment and must be taken within a 6-month period preceding commission application. Exam required; first time applicants and renewing but commission lapsed.

* Paper (“tangible”) or electronic journal. May maintain separate journals for paper and electronic notarizations. Paper journal must be bound with chronologically numbered pages. Electronic journal must be tamper-evident and comply with Department of State regulations. See statute for entry requirements.

• take verification on oath or affirmation;
• administer oaths and affirmations;
