Governor - appoints notaries.
Secretary of the Commonwealth - maintains records, regulates.

Notary Commission Qualifications
Applicants must:
be at least 18 years old;
be a legal resident of the U.S.;
not have been convicted of a felony; and
be able to read and write the English language.

Ink Stamp or Embossing Seal Required, Paper Notarial Acts. Must be photographically reproducible.
(Electronic signature/seal includes image or text with specified information elements that correspond to those in the paper-act seal.)

Authorized Duties
take acknowledgments and proofs;
administer oaths and affirmations;
certify copies;
certify affidavits and depositions; and
perform verifications of fact.
