Appointing Officer
Governor - appoints notaries.
Secretary of State - maintains records, regulates.

Notary Commission Qualifications
Applicants must:
be at least 18 years old;
be a resident of the state of West Virginia or of another state and is regularly employed within the state of West Virginia;
be a citizen or permanent legal resident of the United States;
be able to read and write the English language;
have a high school diploma or its equivalent; and
not be disqualified to receive a commission by the following: http://www.legis.state.wv.us/WVCODE/ChapterEntire.cfm?chap=39&art=4§ion=21#04.

Ink Stamp Required, Paper Notarial Acts. Embossing Seal may be used ONLY in conjunction with ink stamp.
Electronic Notary Seal Required, Electronic Notarial Acts

verifications on oath or affirmation;
witness or attest a signature;
certify or attest copies;
note protests.
